SERVICES FOR SHIPBOARD CARGO HANDLING GEAR

AUTHORIZATION

The International Headquarters Office of ICGB is located in the United States of America. Accordingly, the primary accreditations and authorizations of the ICGB Appointees throughout the world, as "competent persons" to provide shipboard cargo gear certification services, are derived from the U.S. Coast Guard and the U.S. Department of Labor. They are the responsible "competent authorities" of the United States of America whose requirements equal or exceed those of the ILO Conventions 32 and 152, and require that shipboard cargo gear comply with the standards as set forth in such Conventions. Consequently, the acceptability of ICGB certificates associated with ICGB inspections in ports throughout the world may be confirmed through the respective Washington, D.C. Headquarters office of the U.S. Coast Guard (Merchant Vessel Inspection Division) and the U.S. Department of Labor (Occupational Safety and Health Administration), and through the U.S. Department of State (Office of Maritime Affairs), Washington, D.C. In addition, ICGB is specifically and favorably recognized by the Dock Authorities and Flag State Administrations of other Maritime Nations throughout the world.

REGISTERS AND CERTIFICATES

Generally, all ICGB documents are issued from and coordinated by the International Headquarters Office of ICGB based upon inspection procedures accomplished by and required tests witnessed by authorized ICGB Appointees and other qualified surveyors listed in the "Directory of ICGB Appointees", in accordance with associated reports submitted to the International Headquarters Office of ICGB. Therefore, comprehensive records of ICGB operations and certifications are maintained by the International Headquarters Office of ICGB, and consistency in certification procedures is thereby enhanced.

Cargo Gear Registers are issued for equipment certified to provide a record of certification status at the location of the gear certified. Appropriate endorsements are made in such Registers by authorized ICGB Appointees and other qualified surveyors listed in the "Directory of ICGB Appointees", to verify examinations accomplished and tests witnessed. Subsequently, associated certificates are issued from the International Headquarters office of ICGB to provide additional certification details and to confirm related documentations. In this regard, ICGB strives to provide certificates without undue delay and under certain circumstances individual ICGB Appointees are authorized to issue temporary certificates, which are valid for up to 90 days from the effective dates of certifications pending issuance of original documents by the International Headquarters Office of ICGB.

Certification records and summaries are maintained by the ICGB International Headquarters office. Advance notifications about regular ICGB recertification due dates are sent to equipment owners/users as a continuing ICGB service courtesy, and corresponding notifications are sent to the local ICGB Appointees to facilitate the timely scheduling of such recertifications.

 


SERVICES FOR MATERIAL HANDLING DEVICES ABOARD MOBILE OFFSHORE DRILLING UNITS (MODUs)

AUTHORIZATION

ICGB certifications of material handling devices aboard MODUs are favorably recognized and accepted by U.S. Coast Guard as meeting the related provisions of the Title 46, Subchapter I-A, "Requirements for Mobile Offshore Drilling Units".

CERTIFICATES AND RECORD-KEEPING

Local acknowledgment forms are issued by ICGB Appointees and other qualified surveyors listed in the "Directory of ICGB Appointees", to record examinations accomplished and tests witnessed. Subsequently, associated certificates or documents are issued to provide certification details and confirmations.

SERVICES FOR CARGO CONTAINERS AND ROAD VEHICLES

AUTHORIZATION

ICGB approvals and certifications of containers for TIR and CSC purposes are favorably recognized and accepted as meeting the provisions of the related International Conventions as implemented by the corresponding regulations of the United States of America and respectively enforced by the U.S. Customs Service and the U.S. Coast Guard.

CERTIFICATES AND RECORD-KEEPING

Applications to request TIR and/or CSC approvals from ICGB are to be submitted directly to the International Headquarters Office of ICGB on the appropriate ICGB forms, which are available upon request.

Generally all ICGB certificates and documents are issued from and coordinated by the International Headquarters Office of ICGB based upon inspection procedures accomplished by and required tests witnessed by authorized ICGB Appointees and other qualified surveyors listed in the "Directory of ICGB Appointees", in accordance with associated reports submitted to the International Headquarters Office of ICGB. Therefore, comprehensive records of ICGB operations and certifications are maintained by the International Headquarters Office of ICGB, and consistency in certification procedures thereby is enhanced.

 


SERVICES FOR SHORE-BASED MATERIAL HANDLING DEVICES

AUTHORIZATION

ICGB is accredited by the U.S. Department of Labor, Occupational Safety and Health Administration under the Regulations of Title 29, Chapter XVII, Part 1919 for "full functions-vessels; and shore-based material handling devices." In addition, ICGB is accredited by the corresponding Authorities of the U.S.A. States that enforce related programs for the certification of shore-based material handling equipment.

SERVICES TO PREPARE AND TO ARRANGE APPROVALS OF CARGO SECURING MANUALS (CSMs)

As an extension of ICGB Services for the certification of shipboard cargo handling gear, ICGB offers services relating to the preparation and approval of the CARGO SECURING MANUALS which are required under SOLAS (not later than by December 31st 1997) on all types of ships (of 500 gt or greater) engaged in the carriage of all cargoes other than solid and liquid bulk cargoes.

The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO), at its sixty-sixth (66th) session during June 1996 approved GUIDELINES FOR THE PREPARATION OF CARGO SECURING MANUALS, MSC/Circ.745.

Those GUIDELINES are general in scope and refer to related provisions of the IMO CODE OF SAFE PRACTICE FOR CARGO STOWAGE AND SECURING (CSS CODE).

Upon receipt of any request for these additional services, ICGB will offer a corresponding proposal to be of assistance with the preparation and the approval of a related CARGO SECURING MANUAL in accordance with those GUIDELINES and the CSS CODE.

Each ship having unique characteristics and cargo stowage requirements should have a correspondingly unique MANUAL.
